This Givin appears in the background of the later issues of Star Wars: Infinities, which really take place four years after the movie, or about the time of the Rogue Squadron comics. Since he's from the Infinties universe, I suppose he either doesn't exist in the "real" Star Wars universe, or this is an alternate universe version of a background character, or both, it's all fiction anyway :)
